The rotor itself levitates in the air on a magnetic cushion. Due to this, the movement of the motor does not encounter almost any mechanical resistance and for rotation it is enough to have a small amount of energy generated by solar batteries on the rotor.
To operate, the motor must be placed under a sufficiently bright light source perpendicularly directed to one of its sides and give the rotor a slight rotation (start it). A light window or a table lamp may be suitable. The brighter the light, the higher the rotation speed. Since the engine has no mechanically moving parts, and the service life of neodymium magnets and solar panels is about 1000 and 100 years, respectively, then in a certain sense it can really be considered a Perpetual Motion Machine.
